Special benefit of livelihood support for child-rearing households (households which are exempt from per-capita inhabitant taxes【※national system name: lower income households other than single parent households】)(低所得の子育て世帯に対する子育て世帯生活支援特別給付金(住民税均等割非課税世帯分))

This is information on livelihood support for households which are affected by COVID-19. Child-rearing households with lower income are eligible. Eligible persons can receive 50,000 yen per child. There are requirements for eligibility.

【Eligible Persons】
Those who meet one of the【1】“Child-rearing Requirements” ① through ⑦ and also meet either of the 【2】 ”Income Requirements” ① or ②.

※Those who received the “Special benefit of livelihood support for child-rearing households (for single-parent households) with lower income” are not eligible this time.

※Those who could not receive the “Special benefit of livelihood support for child-rearing households (for single-parent households) with lower income” due to the income (salary, etc.) of grandparents living in the household being too high, can receive this benefit if they fulfill requirements such as the parent (person raising the child) being exempt from FY 2022 per-capita inhabitant taxes.

【1】Child-rearing Requirements
①Those who received a child-rearing allowance in April 2022 (excludes civil servants).
 ※Personnel at institutions and other facilities are not eligible. Foster parents are eligible.

②Those who received a child-rearing allowance in April 2022 (civil servants)
  
③Those who received a special child-rearing allowance in April 2022.

④Those who will receive a child-rearing allowance for the first time (excludes civil servants)
 Those who can receive a child-rearing allowance for the first time in any month from May 2022 to March 2023, as well as those who will have their child-rearing allowance amount change.
    
⑤Those who will receive a child-rearing allowance for the first time (civil servants) 
 Those who can receive a child-rearing allowance for the first time in any month from May 2022 to March 2023, as well as those who will have their child-rearing allowance amount change.
   
⑥Those who will receive a special child-rearing allowance for the first time
 Those who can receive a special child-rearing allowance for the first time in any month from May 2022 to March 2023, as well as those who will have their special child-rearing allowance amount change.
    
⑦Other eligible persons raising children
 Those who do not fulfill any of the above ① through ⑥, and are raising a child who was born from April 2, 2004 to April 1, 2007.
    
【2】Income Requirements
①Those who are exempt from FY 2022 per-capita inhabitant taxes
 ※Those who have still not reported their taxes are not included.
 Those who have still not reported their taxes but are receiving social welfare are included.
  
②Those whose income has drastically fallen since January 2022 due to the effects of COVID-19, and their income became roughly the same as those who are exempt from FY 2022 per-capita inhabitant taxes.
  
【Eligible Children for Benefit】
Children born from April 2, 2004 to February 28, 2023.
(Children with disabilities who were born after April 2, 2002 are eligible)

【Benefit】
50,000 yen per eligible child

【Application Period】
June 30, 2022 (Thu.) – February 28, 2023 (Tue.)
※Those who will be raising a child from February 1, 2023 (Wed.) to February 28, 2023 (Tue.) can apply until March 15, 2023 (Wed.).

【Application Procedure】
Those who do not need to apply:
Eligible benefit recipients who fulfill any of【1】①③④⑥, as well as【2】①.
※When the benefit payment period is decided upon, The City of Sendai will notify you.

Those who need to apply:
Eligible benefit recipients other than those listed in the above “Those who do not need to apply” section
 
You can receive application forms at the Child-rearing Allowance counter of a Ward Office or General Branch Office. You can also download it from the Official Sendai City Website.
If you wish to have an application mailed to where you live, please ask the call center. The application and a stamped return envelope (free of charge for submission) will be sent to you by post.

【Benefit Period】
・Eligible benefit recipients who fulfill either【1】Child-rearing Requirements ① or ③, as well as【2】Income Requirements ①.

Notices were sent out on July 1, 2022. The child-rearing allowance or special child-rearing allowance were deposited to bank accounts on July 11, 2022.


※For those who reported their taxes after June, the City of Sendai will send notices after confirming the tax information.

・Eligible benefit recipients who fulfill either【1】Child-rearing Requirements ④ or ⑥, as well as【2】Income Requirements ①.
 Notices will be send out by the City of Sendai after determining the child-rearing allowance or the special child-rearing allowances.

・Those other than the above listed
 Payment will be made approximately 1 month after the application has been submitted.

【Where to Submit the Application】
Please submit or mail the application to the Child-rearing Allowance counter of the Ward Office or General
Branch office of the ward in which you live. (Excludes Saturday, Sunday, and national holidays.) Applications can also be submitted by mail.
